What is NeoGoat?

NeoGoat Format originated from the Master Duel Trial Event: Time Travel 2004.

That event closely resembled Goat Format but felt noticeably more balanced and offered a wider variety of viable decks.

Inspired by that experience, the same rule structure was introduced into local store tournaments, where it quickly proved to be extremely fun and dynamic. Since then, the format has gradually gained popularity among players looking for a Goat-inspired environment with more deck diversity.

After several months of playtesting, adjustments were made to the original banlist (for example forbidding Change of Heart and Black Luster Soldier – Envoy of the Beginning). Because NeoGoat is a format that has never existed before, the metagame can evolve in unpredictable ways. For that reason, the banlist is subject to periodic revisions, approximately every three months, to prevent the emergence of an overwhelmingly dominant strategy.

Due to its origin, NeoGoat differs from traditional Goat Format in several important ways. In essence, the format is played using modern Yu-Gi-Oh! rules and mechanics, with one major exception: the first player still draws a card during the first turn.


Core Rules of NeoGoat Format

1. Players start with 6 cards in hand

To simulate this rule in Master Duel or other simulators, the player who wants to go first allows the opponent to begin the duel. The first turn is skipped, and the second turn has no Battle Phase.
Do not use the Extra Monster Zone.

In DuelingBook or local tournaments, players simply start the duel with six cards in hand.


2. No Priority

When a monster with an Ignition Effect (that is not a Quick Effect) is summoned, the opponent has the opportunity to respond to the summon before the effect can be activated.


3. Cards use their most recent errata

All allowed cards must be played using their most recent official errata.

Examples of cards affected by this rule include:

  • Ring of Destruction

  • Sinister Serpent

  • Crush Card Virus

  • Rescue Cat

  • Brain Control

  • Dark Magician of Chaos

  • Night Assailant

and others.


4. Two Field Spells can exist simultaneously

Activating a Field Spell does not destroy the opponent’s active Field Spell. Both players may control a Field Spell at the same time.


5. Deck Size Limits

  • Main Deck: up to 60 cards

  • Fusion Deck: up to 15 cards


6. Modern Yu-Gi-Oh! rulings apply

NeoGoat uses current official rulings from modern Yu-Gi-Oh!.

Examples include:

  • The 2019 ruling stating that the opponent does not have to reveal their hand when Mind Crush resolves.

  • The 2024 ruling stating that if a monster equipped with Snatch Steal is flipped face-down, control returns to the original owner.

  • If Relinquished attempts to equip a monster and is removed from the field or flipped face-down before resolution, the targeted monster is sent to the Graveyard.

  • Search effects cannot be activated if there are no valid targets in the deck (for example Reinforcement of the Army or Thunder Dragon).

  • While Rivalry of Warlords is active, a Tribute Summon cannot be performed if the summoned monster's type does not match the type of the monster already controlled.


NeoGoat Format is essentially modern Yu-Gi-Oh! gameplay with a curated retro card pool and a custom banlist, with the single exception that the first player draws during the first turn.
